There is no safe universal HS code for every cling film order. Classification follows the destination tariff and the article as imported: material, layers, dimensions, form, processing and packing. Build the fact file before asking a broker or customs authority for the code.
Give the classifier these facts
- PE, PVC or multilayer composition and relevant coatings/additives.
- Film on core, refill, retail cutter box or jumbo roll.
- Width, thickness, length and whether cut/perforated/printed.
- Whether described as self-adhesive and the technical basis.
- Food-overwrap use, unit pack and master-carton contents.
Use the destination’s current tariff
For U.S. research, use the official USITC tariff schedule. A supplier code from another country or an older invoice is only a lead. Compare published rulings only when polymer, structure, form and processing match.
Escalate real ambiguity
The WCO describes advance rulings as a way to obtain pre-entry certainty. U.S. importers can review CBP’s Binding Ruling Program; other destinations have their own procedures. The importer or competent authority—not a sales title—owns classification.
